Taiwan’s First BOO Fresh Food Smart Logistics Park Launches in Dalin

As part of a national initiative led by the Executive Yuan to promote development in southern Taiwan, and with guidance from the Council of Agriculture, Roundday Logistics Group invested NT$1.8 billion to develop Taiwan’s first BOO (Build–Operate–Own) regional cold chain logistics center—the Roundday Dalin Fresh Food Smart Logistics Park—in Dalin Township, Chiayi County. The facility officially commenced operations yesterday. Minister of the Council of Agriculture Chen Chi-Chung stated that the establishment of the park will further enhance the cold chain logistics system across the Yunlin–Chiayi region, helping stabilize both the quality and average pricing of agricultural products. He also expressed confidence that Taiwan’s agricultural products will gain stronger access to global markets.
Roundday Logistics invested NT$1.8 billion in the project.
At the opening ceremony yesterday, Minister of the Council of Agriculture Chen Chi-Chung, Chiayi County Magistrate Weng Chang-Liang, Legislator Chen Ming-Wen, and Roundday Logistics Chairman Chen Hsu-Chu, along with other guests, officiated the ribbon-cutting. The park spans 4.4 hectares and features 25 loading docks. It offers storage capacity of 8,000 frozen pallets and 2,500 chilled pallets, along with facilities for vacuum pre-cooling and ripening. The processing lines can handle up to 1 ton per hour for fresh-cut production, with sorting and distribution capacity reaching 4,000 units per hour.
Weng Chang-Liang: Plans to Establish a Regional Cold Chain Center
Chiayi County Magistrate Weng Chang-Liang stated that cold chain logistics can extend the shelf life of fresh agricultural products and help stabilize market prices. The county government is currently applying for a project with the Council of Agriculture, with an estimated investment of over NT$350 million, to establish a regional cold chain center near the county administration district along County Highway 168. The initiative aims to build a more comprehensive logistics infrastructure and support local farmers in marketing their agricultural products.
Four Core Functions Deliver a One-Stop Solution
Chairman Chen Hsu-Chu noted that the park offers four key services: cold storage, pre-cooling and ripening, fresh-cut processing, and sorting and distribution. By standardizing products and integrating full cold chain logistics, the one-stop service model creates a new approach to fresh produce supply chains—seamlessly connecting producers with distribution channels while bridging the gap between urban and rural markets.
The park integrates both domestic and international agricultural supply chains with demand-side coordination, supported by IoT-enabled systems and advanced cold chain infrastructure. This enhances handling, storage, and transportation capabilities for fresh produce, strengthens food safety, stabilizes supply, and improves overall product quality. By upgrading traditional fresh-cut supply chains, the park extends shelf life from three days to seven days, significantly reducing losses across the supply chain.
Chairman Chen Hsu-Chu pointed out that, by integrating the Group’s 13 distribution centers across Taiwan, the park forms a nationwide cold chain distribution network. The network provides end-to-end services—including cold storage, processing, consolidation, and distribution—serving as a key supply chain enabler connecting producers, distribution channels, and consumers. This integrated model strengthens the resilience of Taiwan’s agricultural supply chain while enhancing overall food safety standards.
